AIA Delaware's board voted unanimously to oppose this legislation
which was introduced in the Delaware Legislature on April
1, 2003, and proposes to establish a State Board of Interior
Design and provide for Certified Interior Designers.
AIA Delaware became aware of this legislation through our
lobbyist, Wood Byrd, and immediately made the committee aware
that we were opposed to the legislation. A copy of our April
8 letter to the House Policy Analysis & Government Accountability
Committee is included in the link above along with a copy
of the House Bill.
The interior designers are attempting to separate the interior
of a building from the exterior. They want to prepare, sign
and seal construction documents for interior architecture
projects to obtain building permits, and be exempt from building-code
structural requirements.
AIA Delaware's understanding is that typical interior-design
education, experience, and examination are inadequate to provide
any guarantee of public safety. "The measure of competence
currently existing in interior design schools does not prepare
interior designers to protect the health, safety and welfare
of the general public," according to NCARB.
We have planted the seeds of doubt about this legislation.
Representatives Ulbrich and Schwartzkopf have officially withdrawn
their names as sponsors of the bill. The House is in recess
until May 6.
We need to follow through. AIA Delaware is planning to attend
a committee hearing in the near future. Until then, I urge
all AIA Delaware members to contact the committee members
listed below and make your voice heard.
We believe if we act quickly we can kill this bill before
it's brought to the floor. We need your help!!!
